Mohamed Sahnoun
Mohamed Sahnoun’s long career has centered on national and international diplomacy. Among the many senior international positions he has held are President of Initiatives of Change International (2007-2008) and chair of the Caux Forum on Human Security. With Gareth Evans, he co-chaired the International Commission on Intervention and State Sovereignty (ICISS), whose report, The Responsibility to Protect, was published in December 2001. He was Special Adviser on Africa to the UN Secretary General and Special Representative of the Secretary-General of the OAU in the Congo. An Algerian national, he served as Counsellor to the President of Algeria on diplomatic affairs, as a member of the World Commission on Environment and Development (the Brundtland Commission) in the 1980s, as well as Senior Adviser to the Secretary-General of the United Nations Conference on Environment and Development (UNCED). He was Deputy Secretary-General of the OAU from 1964 to 1973, and from 1973 to 1975, Deputy Secretary-General of the League of Arab States in charge of Arab-Africa dialogue. He served as Algeria's Ambassador to Morocco and Secretary to the Maghreb Union (1989-1990); Ambassador to the United States (1984-1989); Chief of Algeria's Mission to the United Nations (1982-1984); Ambassador to France (1979-1982); and Ambassador to the Federal Republic of Germany (1975-1979). He studied first at the Sorbonne University, in Paris, and then at New York University, receiving his Bachelor of Arts and Master of Arts degrees in political science.
