On April 26, 2016 Tom Farr delivered the opening keynote address—"ISIS and Indiana: the Global Crisis of Religious Liberty and Catholic Responsibility"—at the Annual Conference of the National Diocesan Attorney's Association (NDAA). Farr argued that the decline of religious liberty in the United States is handicapping U.S. foreign policy, with dramatic consequences for American national security, the fate of Christians and other minorities abroad, and the Roman Catholic Church. He exhorted Catholics to defend religious freedom as necessary for their fellow citizens and to the continued health of American democracy. The NDAA is the professional association of the principal legal advisors to American Catholic bishops. Previous keynoters at the annual event include Paul Clement, Cardinal Francis George, and Michael McConnell.
