Ambassador Edward Perkins is the William J. Crowe Chair emeritus of the International Programs Center at the University of Oklahoma's School of International and Area Studies. He was U.S. ambassador to South Africa from 1986 to 1989 and subsequently director general of the U.S. Foreign Service from 1989 to 1992.
