Jacques Dinan was the executive secretary of Caritas Africa from 2007 to 2015 and was director of Caritas Mauritius. He is a senior public relations consultant in Mauritius. He also served as the executive secretary of Transparency Mauritius from 1998 to 2002 and as a founder of the Institute for Corporate Governance in Mauritius.
