Dr. Kim Hourn Kao is minister delegate attached to the prime minister for foreign affairs and ASEAN and a member of Cambodia's Supreme National Economic Council, as well as president and co-founder of the University of Cambodia. He previously was secretary of state at the Ministry of Foreign Affairs and International Cooperation (2003-2013).
