Cardinal Óscar Andrés Rodríguez Maradiaga is the archbishop of Tegucigalpa, the former president of Caritas Internationalis, and the head of Pope Francis’ Council of Cardinals. Ordained as a priest in 1970, Cardinal Rodríguez was the first Honduran cardinal. He was appointed as the archbishop of Tegucigalpa in 1994 and served as president of the Conference of Latin American Bishops from 1995 to 1999, where he was an advocate for human rights and the poor. Cardinal Rodríguez was also the spokesperson of the Vatican with the International Monetary Fund and the World Bank on the issue of Third World debt.
