Eric Patterson writes in the Washington Times that the US lacks an effective policy for dealing with unlawful enemy combatants captured on the field of battle. Many detainees return to fight after release and without a comprehensive policy, crucial intelligence can be lost. Patterson further argues that the Obama administration should work with Congress to develop a policy and push the international community to expand the category of unlawful enemy combatants.
