This report chronicles a September 2007 symposium focused on whether constitutions can encourage a democratic political culture and do it under the difficult conditions that exist in contemporary Iraq and Afghanistan. George, Muqtedar Khan, Intisar Rabb, and William L. Saunders, Jr. The event was chaired by Thomas F. Farr, a Berkley Center senior fellow.
