John Edward Herbst is senior director of the Atlantic Council’s Eurasia Center and served for 31 years as a foreign service officer in the U.S. Department of State. Prior to joining the Atlantic Council, he served as the U.S. ambassador to Ukraine from 2003 to 2006 and to Uzbekistan from 2000 to 2003.
